Fran's world is very much like our own, with the notable exception that it seems a small number of scientists have furthered the cause of medical science to extreme levels that would be unthinkable in the real world.
Canon Point you're taking him/her/it from: Just after chapter 41 and her run in with her older sister Gavril.

Method of Arrival on Station: Came of her own free will when offered the chance by a member of the resistance. Her motivation being the chance to work with, and on, alien beings.

Personality:
Fran's driving goal in life amounts to two things, furthering mankind's scientific knowledge and propagating love and happiness among her patients. She largely accomplishes both of these goals by providing her clients with often bizarre surgeries, something she hopes will make a person happy by making their dreams a reality, and rescuing those who are near death. The second of these activities embodies Fran's other principle beliefs, the fact that life should be preserved no matter what form it takes. This leads her to do bizarre things like attaching a dying girl's head to a giant caterpillar or moving a dog's brain into the body of a human being. It is also notable that Fran also extends her need to preserve life to even her enemies, going as far as to worry for the welfare of a woman who had tried to kill her on one occasion.

This view is a sharp contrast to those held by her younger sister, Veronica, who states that it is better to end the life of those in painful states, rather then letting them live on in a twisted form. In a discussion with her Veronica, Fran spells out her philosophy in more concrete terms saying that human beings have corrupted the Earth and they are the only ones who can reverse the damage. Science is the way to accomplish this and because of this science must advanced through experimentation. Thus that is why she carries on her creator's work.

Mentally, Fran is a very intelligent girl, as shown by her genius level talent in the surgical and medical fields, but she often misses points that would be very obvious to anyone else. Examples of this include an incident in which Fran purchased a fossil of a human being with wings that was an obvious hoax, yet she truly believed it was the real thing. As a side note, Fran often charges immense amounts of money for her skills, the highest amount named in the manga being over a million dollars. She also fell for an ad posted by a man who made adult movies and ended up starring in one her self. She is also known to be very naive to romantic relationships between people, possibly due to her own romantic feelings for her creator, Dr. Madaraki.

Abilities and Skills:

Fran is a master surgeon, having learned her techniques from her creator, Professor Madaraki. She is seemingly capable of bending the human body in any shape she chooses, given the right materials and work environment. She is also shown to have some experience with plastic surgery, hormone therapy, and physical rehabilitation.

Physically, Fran is a zombie of sorts, being that she is made up of reanimated human flesh. Because of this she is very durable and can detach parts of her body without ill effect. As demonstrated when she lost her lower body in a fight with her older sister and instances where she remotely operated her body when it was separated from her head. She has also been known to take on one,two, or even 3 pairs of extra arms when doing delicate surgery.

Sample:
This place had been good for Fran thus far, the power struggle between rebels and empire providing more then adequate fodder for her experimental surgeries and treatments. It was a place she was needed constantly, never left to sit bored for hours on end, waiting clients to waltz through her front door and request some bizarre procedure in the name of a dead family member or lost love. It was a comparatively peaceful existence, at least here she knew what people were trying to kill her.

But, despite the stability provided by living in the middle of a war-zone, Fran, for lack of a better word, was bored. Though she was happy to be helping the people of the station, the world was all of a rather mundane. She would replace an organ here, stich a limb back on there, any skilled doctor could have done such things. No one here seemed to be interested in the more esoteric services she offered. Not one person had requested there body reinforced with steel or even something as simple as having their eyes replaced with artificial ones capable seeing through the very veil between worlds! It would seem there simply was no time for imagination in moments of war.

But if lack of imagination landed her in this problem, perhaps imagination could solve it as well! As far as she could see this was a war, and wars breed death. Meaning somewhere in the reaches of space there lie hundreds, if not thousands, of perfectly good corpses, just waiting to be harvested for the greater good! The station would be stocked with usable organs in case of emergency and Fran would have enough materials to experiment with for quite sometime. At the thought of such a glorious sight, a wide smiled over took Fran's face, it was time to get to work.
